I agree except that I think it is quite clear that the Hong Kong Government will have to be consulted since the Hong Kong Telephone Company operate under a franchise. I suggest that the reply might be to the effect that we have no particular views at the moment, but that the Hong Kong Government would certainly be concerned and we think that it would be preferable for the Company to approach the Governor.
